Perhaps I'm misunderstanding what you problem is, but from your screenshot, you can clearly see the format 'text with tab separated Q/A' options, so why are you saying txt-import does not exist?
After you select that format, click on 'Durchsuchen' to open a file selector dialog, and select the txt file to import. (My German is not too great, but Durchsuchen seems like a strange word to use in that context) Then click on OK.
