Until I implement the mind reading module, Mnemosyne has no way of knowing that you never plan to assign a card from set B to this new tag, so it activates it by default. Note that this shouldn't cause any unexpected behaviour in your case: since cards with this new tag are only in card type A, they will never show up in set B. Or, to put in another way, since there are no cards with the new tag in set B, it does not matter whether this tag is active in set B or not.
