The categories of cards that are checked are activated; checking or unchecking is the activation/deactivation action of the *cards*. The sets are just stored combinations of what cards you have checked.
You can then choose which set you want to be currently looking at. (I hesitate to use the term "activate" when referring to a set for fear of confusing activating a set vs. activating specific categories of cards.) So... cards are "on" if their checkbox is checked. What checkboxes are checked are determined by what set is being used. Note that sets are optional; you can just go in and check/uncheck any boxes you want at any time; the sets are just a way to store commonly used on/off box combinations.
