Do you get the same when you turn off the cramming scheduler?

In the bottom right of the window, you can see the 'active' count. Does that give a non-zero number?

Just for testing, go to 'activate card', make sure to set a checkbox in all card types and tags and click OK.

You're not saving (nor "not saving") cards with that dialog, you're just
marking sets of cards "active" or not; all the cards are still there. It's
just a matter of whether or not they're seen during your session.

Click on the tags you want to be active and save that as a set.  You can
re-use set names; it'll overwrite previous values.
