First, thank You for your great work, which has helped me a lot.
Now I too am experiencing exactly the same  problem.
And I am running 2.3.3 all the time. My data is at 
...\AppData\Roaming\Mnemosyne, System is Windows 7.
At that position there is no file calles just "config" - but there are even 
3 files to choose from: config.db, config.py, and config.pyo. I tried 
changig the name of first all three (not really deleting somethingof which 
 I don't have the understanding ) - and then restoring them one by one. 
The problem persisted for any deletion I made.
My error message is exactly the same as above, only some of the line 
numbers are a little different:
