Here's what I did for testing:

- create a new database, add a card with tag 'a'. There's now one card
active.
- In (De)activate cards, I put 'not having any of these tags' and then
selected the tag 'a'.  As expected, there are now no more cards active.

Hope this clarifies how this feature works.
