That's not necessarily true. However, if you have tags like 'set1' and
'set2', and if you want to activate only 'set1' and not 'set2', and if you
want to deactivate one card with tag 'forbidden' in 'set1', then that's not
possible in a straightforward way, because you either have allowed tags or
forbidden tags, but not a combination of the two. Still, you can achieve
the same effect by giving your cards in 'set2' the tag 'forbidden' as well.
