Issue 360: RAs can fire event IDs not defined in the RA Type

This happens because the SleeEndpoint doesn't verify it. Anyway, since in
SLEE 1.0 there is no RA API and our early 1.1 draft doesn't declare the
IllegalEventIDException let's set this one for Mobicents JAIN SLEE 2.x
