For a re-INVITE, Record-Route headers are ignored by the UAC and the UAS,  
as they do not modify the Route-Set established by the Dialog. Section  
12.1.1 is talking about the initial dialog creating INVITE and not the  
RE-INVITE. So, it should not have any effect in routing.

3261:

   Requests within a dialog MAY contain Record-Route and Contact header
   fields.  However, these requests do not cause the dialog's route set
   to be modified, although they may modify the remote target URI.
