Can you provide the call flow of this scenario and the logs file in DEBUG level ?
What should happen is that the initial INVITE defines the route set so if there was not record route for the initial INVITE the response to reINVITE shouldn't have any neither, but if the initial INVITE had some then the response to reINVITE should have the same.
