Interesting, we haven't seen this problem before. This shouldn't happen. Right now we cant just assume a node reachable if it is localhost, because our cluster suite runs a lot of nodes on localhost killing and brining them up again testing if failover and notification events works well.

There must be a better fix, it just doesn't make sense Windows to behave so badly.

We would appreciate if you could research a bit more if you can try a couple of more things. For example may be it's ipv6 problem, try to put this JVM option -Djava.net.preferIPv4Stack=true that would force it to use the ipv4 addresses. Also make sure your all server configuration has balancers="127.0.0.1".

If that fails we will try to reproduce this in our lab, but any help is appreciated.
