Seems like the problem is in the timeout to the isReachable(ni, 5, 100) call. Increasing timeout to 1000 does help on one of my boxes. However, on another box it helps only if I increase it to 10000.
Also, I do not understand why you cannot assume that if balancer is running on localhost, all SIPNode's are "reachable". The actual heartbeat check if node is available or not is still done by the balancer. This check is only to select those connectors of this SIP application server that are reachable from the balancer (this was introduced http://code.google.com/p/mobicents/issues/detail?id=1806).
As you can see, before http://code.google.com/p/mobicents/source/detail?r=14267 commit code always used all SIPNode's.
