on proxy SipSession does not throw IllegalStateException

What steps will reproduce the problem?
1. Get an instance of SipSession associated with a Proxy
2. Call SipSession.createRequest(...)
What is the expected output? What do you see instead?
According to JSR289 Section 6.2.2.1, "Proxies cannot generate new requests
of their own and so SipSession.createRequest results in an
IllegalStateException."
Instead, a Request is created (and can be sent).
What version of the product are you using? On what operating system?
1.5 Final on JBoss. CentOS 5.5 and Windows 7.
Please provide any additional information below.
Found whilst attempting to solve
http://code.google.com/p/mobicents/issues/detail?id=2439. This allows a BYE
to be sent upstream, but not downsteam.
