Yes. This is a simplified method of suspending ?talkback for short while when you want to pass your phone to sighted person. The phone will usually behave as if talkback is not activated. Talkback can be resumed easily depending upon prior selection of options selected for "Resume from suspended" in your accessibility/talkback setting. Usually talkback will resume once you either put screen off/on or switch phone off/on.
