As I stated in my original post, the permissions on the directory are 
correct, the web server (Apache) has full permission.

When I first started looking at this a couple weeks ago, there was an 
ownership/permission problem with that directory but it has long 
since been fixed. If that were the problem, I would not be asking for help.

It creates the socket just fine but when it tries to use it, it 
can't. I have been unable to determine why this is.

I even made the directory world writable to see if it might be that 
for some reason mod_fcgid was executing as a different user. This 
made no difference whatsoever.
