RTFM.
For each rlimit-controlled resource, there's a soft limit 
(user-settable) and a hard limit (superuser only).

Since running Apache as root is strongly discouraged, I'm pretty sure 
that apr_procattr_limit_set doesn't even try to set any hard limits. (It 
may be doing something entirely different though. Read the docs or use 
the source.)
