There is no discussion that apr_procattr_limit_set doesn't work, it works.
(validated)

The main question is that (I think) the main process who spawns the php
processes (in my case) also gets those rlimits.
And that's not the idea, only the child (when the correct suexec user is
set) should have that limit.

RTFM.
For each rlimit-controlled resource, there's a soft limit 
(user-settable) and a hard limit (superuser only).

Since running Apache as root is strongly discouraged, I'm pretty sure 
that apr_procattr_limit_set doesn't even try to set any hard limits. (It 
may be doing something entirely different though. Read the docs or use 
the source.)
