I'll add this to my list of things to test. I've been trying to replicate other problems reported with the Windows version, but no luck so far.
Is there anything else on the W2K box other than Apache & TCL. Please tell me the MS-SQL server is on a different machine than the web server :)

running W2000 and Apache 1.3.27, Apache crashes occasionally, when I rather furiosly click on the links on my webpages. I have a pack of .ttml pages, which connect to a MSSQL-Server via tclodbc, I also load cgi.tcl, which I use to build the html parts. This behavior I cannot reproduce on my linux box, where I am using exactly the same .ttml files, but connecting to the sql-server via unixODBC and freeTDS.
