I just did exactly the same thing you did.

Copied all files, made the changes you did and everything works without
problems.

By any chance do you have the CS setting Reload="false" ??

if you do try to run this http://localhost/index.cfm?init=true  <---
Provided you didn't change the values for ReloadKey and ReloadPassword
