If you use Application.cfc the way I suggested you should be able to use it with MG 1.x too... I can't think of any reason it wouldn't work. You may have to tweak Application.cfc's onApplicationStart() to accommodate anything in Application.cfm, but there shouldn't be a big issue.
If, that is, I am remembering correctly. To be honest it's been a LONG time since I looked at MG 1 anything.
