It wouldn't surprise me if those numbers were correct. The devteam did some nice work a few months ago to address key performance bottlenecks in the 3.1 stable and released it as MG 3.2 Alpha 2:

Just think Blue = "Old & Busted" and Red = "New Hotness". The alpha testers ran Alpha 2 against a number of production app codebases written for 3.1 and couldn't break it.
