In your /etc/config/network file, try replacing option device '/sys/devices/pci0000:00/0000:00:14.0/usb1/1-3/1-3:1.8' with option device '/sys/devices/pci0000:00/0000:00:14.0/usb1/1-3/'
or whatever path mmcli -m shows as the device path.
