Ok, the reason for this is that there are no udev tags flagging any port as GPS data for the device with vid:pid 1bc7:1201. You're missing at least commits 8b7bdea7e07ca12f787ede809471f413ba988697 and 9c77fb8834cf8b666baa2778514f809f11e303f3 in your custom build.
