In my opinion, you are talking about two different disciplines here.  There is 
the systems skills (compiling everything so it all works) and the programming
skills.  A lot of the people on this list are good at both of these skill sets,
but I have met a lot of programmers who were "as dumb as a stump" when it came
to system admin skills.
