I can't tell you why it was working with the last release, what I know is
that, this problem disapear (and similar problems with Apache::DBI), when
you compile mod_perl with

PERL_STARTUP_DONE_CHECK

that's how I use mod_perl/Embperl with success on 95/98/NT.

Randy, would it be possible, that you recompile mod_perl with this define
set?

P.S. I still have in mind to do some more test with the distribution on NT,
as I had said in the past, but at the moment I didn't have the time to do
so. Hopefully, this will change in the next time...
