This depends on how frequently it's requested.  If it's rarely requested
than keep it as a CGI.  The fewer applications you can keep out of the Web
server process, the more lightweight it will be. OTOH, the more frequently
a CGI is requested, that economy is diminished.  I don't think there's a
real formula to follow but just common sense.
