ditto that.... Netscape 4.7 for windoze also has this "feature". 
Basically the cache settings in the preferences settings are bogus. 
If you unload netscape completely and re-load it (windoze) it will 
really do what you ask, but not on a user site by site basis as you 
browse. -- does the same thing for cookies, java downloads, page 
downloads, etc.... -- does NOT check with the server when the 
preference settings would indicat that it should.
