that's not what I meant, I should have been more clear.

755 on public_html
701 on ~user

so ~user is still "hidden" from general eyes
but ~user/public_html is ACCESSIBLE (x) thru ~user, and public_html is
READABLE/ACCESSIBLE (r-x) to nobody.
