Just like Perrin did you are more than welcome to submit your ideas to the list first, and get some feedback from the others.
I can submit a presentation addressing some implementations of HTTP data compression (and especially -- dynamic compression) for ISPs and Internet Banking. It could go further to WAP and XML. However, the level of recent public interest to http://www.lastmileisp.com/ , http://users.outlook.net/~sbizyaye/dynagzip/ , and http://users.outlook.net/~sbizyaye/dynagzip/support/ makes me doubt...
May be this is your chance to raise some interest. May be nobody knows about your work, and you "simply" need to work on advertising it more. For example by answering more questions here and plugging your work in every reply that you provide.
Could it be interesting for OSCON?
I think it is.
