You might try and use some mod_rewrite magic to direct all requests not
containing some magic code to your frameset, which is a dynamic piece of
code which uses the referrer URL to determine what page to embed in the
frameset.
When the page is embedded in the frameset, add the magic bit to the URL
(eg $original_url$&add_frame=false) which tells mod_rewrite not to touch
it and allow it through (as obviously it's already in a frameset).
