The ET4 is a four-stroke bike, as will be the version Piaggio is to
import to the US. From Piaggio UK literature:
"The Vespa ET4 125, the first Vespa to be powered by a four-stroke
engine, was launched in 1996, and in 1997 and 1998 led European sales
for over 50 cc two-wheeled vehicles, including motorcycles."
The rumors you mention could be related to the four-stroke manual
transmission bike which Bajaj has released. It's called a Legend and
looks very much like a P series Vespa. It can be seen at
http://www.bajajauto.com/legend.htm.
Cheers,
Stephen
