No, not the tarball is forbidden, your _WGET_ client is forbidden. I've
disabled access for this client in general some months ago, because two much
people caused too much load on the server by just running ``wget
http://www.engelschall.com/'' (NO JOKE!) because they thought my website is
just a few MB and it's easier to read offline :-(
When I find time today, I'll add another rewrite rule which allows at least
one to fetch tarballs via wget. In the meantime use lynx or any other client,
please.
