I know this problem but I forgot our context in which we had it...
1. Try to delete the Site-Cert, restart netscape and try again.
2. Try to restart the SSL-Server, we had trouble with a buggy one (but
this was before we installed mod_ssl ;) ).

P.S.: If you don't know: you have to delete the cert in netscape
_manually_ each time you changed your serverkey - but you shouldn't change
the key of course...
