I thought I could do this by first configuring for https per the examples and then removing the SSLRequireSSL directive. This didn't work. Shutting down, removing SSLRequireSSL from httpd.conf and restarting seemed to have no effect. Only https connections were accepted. I know this is a somewhat unusual configuration.
