Crude empirical testing:-

  telnet mywww.system 80
        [... do nothing...]

This gets thrown off after Timeout seconds

  telnet mywww.system 443
        [... do nothing...]

This one hangs longer than I was willing to wait...

Not so much break as limit...  I'm looking at this as a means to put an 
upper limit on what people are doing to my systems - I do precisely the 
same on my mailers (no single IP can have more than 10% of the system 
capacity in terms of number of incoming connections).  Now in my case I 
know that these boxes are not being used by people with masq gateways but 
then this is a relatively specialised application.  Other people's mileage 
may and probably will vary.  I guess a note in the documentation for any 
such option would be useful.
