Are you sure you've an SSLCertificateKeyFile directive in your
configuration?
Or at least the key appended to the file referenced under
SSLCertificateFile?
In mod_ssl 2.2.8 this (confusing) error (message) occurs when mod_ssl cannot
find a private key at all. So make sure you've configured it correctly.
