Hmm... mod_ssl 2.4 should be built against apache 1.3.9, not 1.3.6. I
don't know if this is your problem, but I'd think it's certainly a
suspect.

I have created an install which among other things will install Apache
1.3.6, mod_perl 1.19, and mod_ssl 2.4.
I've installed it on a couple machines without problems.
