I  had the same problems with several OpenSSL RPM packages.. they did not
contain
the files necessary and did not create the  /usr/local/ssl directory.
What I had to do was create the directory manually and extract the
openssl.cnf
from another RPM file....
The easiest thing to do is to manually create the directory and extract the
file
you need and put it there...

I did it this way on my network and it works great.
