The EAPI is *required* for mod_ssl to function, regardless of whether
you use the MM shared memory session cache or not.  The only way to
compile mod_ssl with apxs is to have already have an Apache with the
EAPI built in.  So in your case, you'll need to start over with a fresh
copy of Apache, apply mod_ssl with the EAPI, and then build in
mod_perl/mod_php, etc.
