You're right if you're talking about vanilla apache_1.3.9, but this is
perfectly normal, as Apache itself does NOT support SSL.
apache_1.3.9 + mod_ssl_2.4.x, however, DOES know about this "startssl"
argument. The apachectl script is modified when you ./configure mod_ssl...
If this is not the case, you've almost certainly missed a step during the
installation process...
