You can use --with-apxs, yes. There were changes in the EAPI part of mod_ssl,
but only the additional of a few extra warnings inside mod_so, etc. Nothing in
EAPI which would break binary compatibility. I've upgraded my home webserver
with --with-apxs yesterday, too.
