be a CA for somebody

In my server, I use RedHat 6.0 + Apache 1.3.9 + mod_ssl + openssl.
and it can work.

but, Could I be another host (machine)'s CA to give they my certification, 
If they are IIS , PWS  or Apache Server.

If the answer is  yes.
How could I to do it ?
