Yup try making sure that your path includes the c compiler and try setting 

cc=gcc

Caught me out for ages.

Yes, it is ANSI compliant.  Check out your environment path to make sure
that its using that compiler.  You might also check out the -ansi option
of gcc.  Finally, make sure that you told Apache to use the compiler that
you want it to use.
