To the best of my knowledge Verisign restrains you to using the Secure
Server ID when using free Apache. I believe C2 Stronghold is one of the
flavors of COTS packaged Apache that Verisign supports with the Global
Server IDs. 

By stepping through Verisign's purchasing panels you can see what they
support under the two server IDs.
