You can't do that. It has to be signed by Verisign (or one of the other
companies that are allowed to issue GSID.
Instead you could either try one of the many SSL tunneling solutions
listed at http://www.openssl.org/related/apps.html or you could have
your users upgrade to strong crypto browsers (Opera or "domestic"
versions of NS and IE).
