Getting rid of passphrase dialog on restart?

I need to get rid of the passphrase dialog so I can reboot
automatically.  I've tried the method shown in the mod-ssl FAQ:

cp server.key server.key.org
openssl rsa -in server.key.org -out server.key

but I get a "openssl:Error: 'rsa' is an invalid command." error.

Any ideas?
