It does seem rather unlikely that Apache/mod_ssl is responsible for blowing
up your network. The obvious choice would be not starting apache to see
that it is not because of it that you're having trouble. You could also
look at top to see that apache is not running wild on resources and a small
look at netstat -a to make sure that your http connections aren't running
wild.
But as it seems very unlikely that this is mod_ssl related, you should
refer it to some unix/linux group instead.
