You shouldn't install Apache before mod_ssl - you should use mod_ssl
to install Apache.
>From the error messages that you get during startup, it is clear that
you're trying to start a plain Apache with a mod_ssl config file.
The best thing to do is to untar a new apache source tree, then cd to
the mod_ssl dir and run configure from there (according to the INSTALL
file there). BTW: The latest version of Apache is 1.3.12 and mod_ssl
is up to 2.6.3.
