According to the mod_ssl reference, SSLSessionCache defines cache sharing
among multiple server instances.

What you need appears to be the SSLSessionCacheTimeout directive.  if you
set this to a small value (e.g., 1 second), then theoretically you will get
renegotiation each time.  I have not tried this myself.
