What/where is 'flex'??

  I am getting the following error when trying to add mod_ssl support to Apache:

        flex -Pssl_expr_yy -s -B ssl_expr_scan.l
Make: Cannot load flex.  Stop.

  What is 'flex' and why do I need it? I am compiling on HP-UX 10.20 with 
Apache 1.3.12, openssl 0.9.4 and mod_ssl 2.6.2-1.3.12. any help would be 
appreciated.
